If you d/l and install 222 mods at once, you're much more likely to have issues compared to just 22, and the more mods that perform overlapping functions, the more you're going to see crashes and freezes and other just goofy behaviour, so be sure to disable the features internally from the mods til only one performs that function or just give up and disable the entire mod. Yes LOOT works, and you should be fine with your Skyrim skillset because essentially Fallout 4 = Skyrim, Skyrim = Fallout 4.
